City of Portsmouth Zoning Ordinance <br />Article II. — Zoning Districts <br />Sec. 40.2 -206 — Historic Districts <br />General Purposes <br />11/6/2020 <br />portions and features of the property which are significant to its historic, architectural, and <br />cultural values. <br />STRUCTURE, HISTORIC - An historic landmark or a contributing structure in an historic <br />district. <br />(B) General Purposes <br />The historic districts are created for the promotion and preservation of Portsmouth's <br />educational, cultural, and economic interests through: <br />(1) The preservation and protection of historic buildings, structures, places, and areas of <br />historic interest; <br />(2) The preservation, protection and maintenance of buildings, structures, places and areas <br />that mark the history of the colony, the Commonwealth of Virginia, and the City of <br />Portsmouth; <br />(3) Appropriate redevelopment and maintenance of historic buildings, structures, places, and <br />areas; <br />(4) The regulation and control of new development to preserve and protect areas of historical <br />interest and the historical context of the area; and <br />(5) The promotion, development, and preservation of the economy, commerce and industry <br />of the Commonwealth of Virginia and the City of Portsmouth, specifically with regard to <br />property values and tourist trade, through the preservation and protection of historic <br />buildings, structures, places and areas. <br />(C) Historic Districts Established and Continued <br />The following historic districts are established and continued as shown on the Zoning Map: <br />(1) Truxtun Historic District; <br />(2) Cradock Historic District; <br />(3) Port Norfolk Historic District; <br />(4) Olde Towne Historic District; and <br />(5) Park View Historic District. <br />(D) Certificate of Appropriateness (COA) Required <br />New development, rehabilitation, or redevelopment within an historic district requires <br />approval of a Certificate of Appropriateness (in addition to any other required permits) in <br />accordance with the procedures and requirements in Sec. 40.2 -536 Certificates of <br />Appropriateness (COA). <br />(E) Dimensional Standards <br />Uses within the historic districts shall comply with the following dimensional requirements: <br />Page 19 <br />
