City of Portsmouth Zoning Ordinance 11/6/2020 <br />Article II. — Zoning Districts <br />Sec. 40.2 -205 — Special Zoning Districts <br />Waterfront (WF) District <br />h. Location, type, amount, and ownership of open space, as defined below. <br />i. A stormwater management plan. <br />j. Views of the Elizabeth River and downtown areas of Norfolk and <br />Portsmouth from the site of proposed development. <br />k. Conceptual landscaping plans that include street trees, appropriate buffers <br />and screens, signage and public art. Special attention shall be paid to <br />providing space for outdoor dining and other outdoor spaces and the <br />interface of the building exterior and these spaces. <br />(ii) Design Standards Statement <br />A design standards statement, in the form of graphics and explanatory text, <br />illustrating how buildings, circulation systems, landscaping, and other <br />elements of the master plan are proposed to be developed in accordance with <br />the requirements of this Ordinance. The design standards statement shall <br />address, at a minimum, the following: <br />a. Architectural form, materials, and other guidelines for proposed buildings, <br />especially the interface of the proposed building exterior facade and the <br />proposed open spaces. <br />b. Parking design. <br />c. Fence and wall standards. <br />d. Exterior lighting standards. <br />e. Signage descriptions, sizes, and examples. <br />f. Street hierarchy (collector streets, local streets, alleys, etc.). <br />g. A traffic impact analysis prepared in accordance with Sec. 40 -2.545 <br />Transportation Impact Analysis. <br />h. Development scheduling /phasing. <br />i. Assurance the property and building design will be properly managed <br />(through provision of property owners' association documents that specify <br />maintenance, membership, and member responsibilities of the association, <br />if applicable). <br />(c) The development of the buildings and sites contained in an approved master plan <br />must conform to the requirements of the development plan process in Sec. 40.2- <br />208(6). <br />(d) As each portion of the development is implemented, the applicant shall submit, in <br />phases, development plans that are consistent with the approved master plan and <br />design standards statement. <br />(4) Modification of an Approved Master Plan or Design Standards Statement <br />Page 13 <br />
