City of Portsmouth Zoning Ordinance 11/6/2020 <br />Article IL — Zoning Districts <br />Sec. 40.2 -205 — Special Zoning Districts <br />Waterfront (WF) District <br />transportation access, high quality architectural design and building materials, and <br />protection of existing views; and <br />(f) Establish development requirements that are adaptable to changing market <br />conditions, while encouraging creativity in the design of new mixed development <br />centers. <br />(2) Applicability <br />(a) Development in the Waterfront (WF) district, as depicted on the Zoning Map, is <br />subject to the standards of this section. <br />(b) In addition to the land designated as WF on the Zoning Map, as of the date of initial <br />adoption of this Ordinance, only lands located along the banks of Scotts Creek and <br />Owens Creek north of the southern line of Spratley Street, and its westward <br />prolongation may be designated WF district on the Zoning Map. <br />(3) Review Procedures <br />(a) Modifications to the WF District Location <br />Applications to amend the Zoning Map boundaries to a WF district consistent with <br />the terms of this section shall be reviewed in accordance with the procedure and <br />standards in Sec. 40.2 -532 Zoning Text and Zoning Map Amendments, the <br />Comprehensive Plan, and Sec. 40.2- 205(B)(3)(b) Application Requirements. <br />(b) Application Requirements <br />All applications to establish or modify the WF district shall contain a master plan and <br />a design standards statement, prepared in accordance with the following: <br />(i) Master Plan <br />The master plan shall illustrate the conceptual layout of proposed lots, new <br />streets, buildings, uses, and other elements of the proposed development. At a <br />minimum, the master plan shall include the following elements: <br />a. Location and mix of proposed uses. <br />b. Number (density and intensity), type, and mix of uses for the development <br />as a whole as well as for each sub -area within the development. <br />c. Block and lot standards, including: block length, lot size, lot width, and <br />lot coverage. <br />d. Building dimensional standards, including: building footprints, yard <br />setbacks, proposed heights, and lot coverage. <br />e. Pedestrian and vehicular circulation systems, both on -site and located on <br />adjacent lands. <br />E Parking and loading locations and quantity. <br />g.
