Except as expressly shown on this Exhibit A, the Code of the City of Portsmouth, Virginia is not otherwise amended. 1. Section 24 -131 of Article IV of Chapter 24 of the Code of the City of Portsmouth, Virginia is amended by modifying the definitions of "Illegal gambling" and "Operator" and adding definitions of "Casino gaming ", "Casino gaming establishment ", "Casino gaming operator ", "On- premises mobile casino gaming ", "Sports betting ", "Sports betting permit ", and "Sports betting platform ", all as set forth below: Sec. 24 -131. - Definitions. Casino gaming means baccarat, blackjack twenty -one poker, craps, dice, slot machines roulette wheels. Klondike tables punchboards faro layouts, numbers tickets, push cards, jar tickets, or pull tabs and any other activity that is authorized by the Virginia Lottery Board as a wagering game or device under Chapter 41 of Title 58.1 of the Code of Virginia, as the same may be amended moved or restated from time to time Casino gaming includes on- premises mobile casino gaming Casino gaming establishment means the premises upon which lawful casino gamin is authorized and licensed as provided in Chapter 41 of Title 58.1 of the Code of Virginia, as the same may be amended, moved or restated from time to time Casino gaming operator means any person issued a license by the Virginia Lottery Board or Department or any successor licensing agency of the Commonwealth of Virginia to operate a casino gaming establishment Illegal gambling means the making, placing or receipt, of any bet or wager in this city of money or other thing of value, made in exchange for a chance to win a prize, stake or other consideration or thing of value, dependent upon the result of any game, contest or any other event the outcome of which is uncertain or a matter of chance, whether such game, contest or event, occurs or is to occur inside or outside the limits of this city shall constitute illegal gambling. Provided however, that the term illegal gambling does not include activities excepted from this article 24 under Sections 24 -136 24-137, 24-138, 24 -139, 24 -140, or 24 -141 On- premises mobile casino gaming means casino gaming offered by a casino gaming operator at a casino gaming establishment using a computer network of both federal and nonfederal interoperable packet- switched data networks through which the casino gaming operator may offer casino gaming to individuals who have established an on-premises mobile casino gaming account with the casino gaming operator and who are physically present on the premises of the casino gaming establishment as authorized by regulations promulgated by the Virginia Lottery Board or any successor licensing agency of the Commonwealth of Virginia.
