Operator means any person who conducts, finances, manages, supervises, directs or owns all or part of a gambling enterprise, activity or operation, whether legal or illy. Sports betting means placing wagers on professional snorts, college sports, snorting events, and any portion thereof, and includes placing wagers related to the individual performance statistics of athletes in such sports and events. Snorts betting includes anv system or method of wagering approved by the Director of the Virginia Lottery or any successor regulator of the Commonwealth of Virginia including single -game bets, teaser bets, parlays, over - under, moneyline, pools, exchange wagering, in -game wagering, in- play bets, proposition bets, and straight bets. Snorts betting does not include participating in charitable gaming authorized by Article 1.1.1 (§ 18.2-340.15 et seq.) of Chapter 8 of Title 18.2 of the Code of Virginia, participating in any lottery game authorized under Article 1 ( §58.1 -400 et sea.) of Title 58.1 of the Code o_ f Virginia; wagering on horse racing authorized by Chapter 29 ( §59.1 -364 et sea.) of Title 59.1 of the Code of Virginia; or participating in fantasy contests authorized by Chapter 51 ( §59.1 -556 et sea.) of Title 59.1 of the Code of Virginia. Snorts betting does not include placing a wager on a college sports event in which a Virginia public or private institution of higher education is a pa rtici ant. Sports betting permit means a permit to operate a sports betting platform issued pursuant to the provisions of Sections 58.1 -4032. 58.1 -4033, and 58.1-4034 of the Code of Virginia, as the same may be amended, moved or restated from time to time Sports betting platform means a website app or other platform accessible via the Internet or mobile, wireless, or similar communications technology that sports bettors use to participate in sports betting. 2. A new Section 24 -140 is added to Article IV of Chapter 24 of the Code of the City of Portsmouth, Virginia, as follows: Sec. 24 -140. — Exception for casino gaming establishment. Nothing in this article shall apply to casino gaming at, or other operations of, a casino gaming establishment, including without limitation sports betting and on- premises mobile casino gaming, conducted in accordance with the terms of the casino gaming operator's license. 3. A new Section 24 -141 is added to Article IV of Chapter 24 of the Code of the City of Portsmouth, Virginia, as follows: See. 24 -141. — Exception for sports betting platforms. Nothing in this article shall apply to sports betting through a sports betting platform operated by the holder of a sports betting permit that is conducted in accordance with the terms of the permit.
