Occupant means a tenant or any person who is in control or possession of or actually <br />occupies land in the city. <br />Owner, except for purposes of article V of this chanter means a person who holds <br />beneficial ownership of any land in the city or an agent, executor, administrator, trustee <br />or guardian having charge, care, management or control of any land in the city. For <br />purposes of article V of this chanter, owner means solely the record owner of real <br />rp opertv. <br />Property means real property. <br />Public way means a street including any unimproved sections, sidewalk, alley, road, <br />highway, bridge, viaduct, subway, underpass, park, parkway, play field, playground and <br />any other similar place in the city opened to and used by the public. <br />Refuse means refuse as defined in section 16 -1 of this Code. <br />Sidewalk means a sidewalk as defined in section 1 -2 of this Code. <br />Street means a highway as defined in section 1 -2 of this Code. <br />Weeds means any grass or plants out of place, wild or uncontrolled growth or <br />vegetation of every kind on any land, alley, sidewalk or street in the city, whether <br />growing or severed from the land, of such height or of such profusion as to constitute or <br />which is likely to constitute a harborage for rats, a place where mosquitoes or other <br />harinful pests or insect infestations may breed or water may stagnate or which conceals or <br />is likely to conceal deposits of garbage, trash or debris. <br />ARTICLE III. — WEED AND DEBRIS,- JD t i'' D to <br />Sec. 23 -26. — Prohibition; declaration of nuisance; abatement generally. <br />--= - - - --- - - - - - <br />Article 23 -27. — Notice to abate — Required; contents. <br />(c) Whenever the director or his designee finds that a criminals blight exists <br />on any land, alley, sidewalk or street, he shall give notice in writing of the <br />existence of the criminalg blight to the owner , <br />'of the land on which the nuisance exists, or to the owner ov <br />nt , ' erAwider, of the land abutting the alley, sidewalk or <br />
