§ 18.2 -279 or a substantially similar local ordinance if a criminal charge were to be filed
<br />against the individual perpetrator of such criminal activity.
<br />Debris means dead or dying standing weeds, dead or dying standing trees, any tree
<br />or parts of a tree which have fallen due to natural causes or otherwise, trash, junk,
<br />discarded or abandoned parts of vehicles, appliances or machinery, and shall include, but
<br />not be limited to the open outdoor storage of personal property of any kind such as
<br />appliances or appliance parts, furniture, interior or exterior equipment or machinery,
<br />which is no longer used, including antiques, collectables, glassware and crockery, or any
<br />other material or substance which may provide a harbor for snakes or rats or anything or
<br />any condition which may be a fire menace or breeding place for mosquitoes, give off
<br />obnoxious or offensive odors or endanger the health or safety of the residents of the city.
<br />Debris shall not include any of the above property openly stored in a junkyard as defined
<br />and permitted pursuant to the zoning ordinance.
<br />Director means the director of permits and inspections and his representatives, when
<br />duly authorized by him to administer and enforce the provisions of this chapter.
<br />Fixture means a pole, street light, tree, tree box, tree stake, fire hydrant, fire alarm
<br />box, trash receptacle, stand, wire, rope, public bridge, railroad trestle, drinking fountain,
<br />life buoy or any other lifesaving equipment, standard serving as a base or support for a
<br />directional sign, traffic regulation or control signal, sign or device and any other fixture
<br />or structure, whether publicly or privately owned or whether permanently or temporarily
<br />placed in, on or over a public way, but shall not include a fixture permanently attached to
<br />a building, structure, pole or standard on private property serving as a base or support for
<br />a sign and projecting over a part of a public way installed and maintained in accordance
<br />with law; provided, that it is used only for advertising the enterprise of the occupant of
<br />the premises.
<br />Inoperable motor vehicle means any motor vehicle, as defined in Code of Virginia, §
<br />46.2 -100, which is not in operating condition, or which for a period of 60 days or longer
<br />has been partially or totally disassembled by the removal of tires and wheels, the engine,
<br />or other essential parts required for operation of the vehicle or on which are displayed
<br />neither valid license plates nor a valid inspection decal or does display an inspection
<br />decal that has been expired for more than 60 days.
<br />Latin- enforcement official means the chief of police or the chief's designee The law -
<br />enforcement official shall coordinate_ with the building or fire code official of the city as
<br />otherwise provided under applicable laws and regulations.
<br />Non - weather resistant means any furniture, device or material capable of absorbing
<br />moisture, not resistant to mildew, rot or deterioration when subjected to exposure to the
<br />elements or any item containing electrical circuitry, wiring or devices not UL approved
<br />for exterior application.
