Contracts for the bulk procurement of goods or services for the <br />use of recipients shall not be exempted from the requirements of this <br />articl . <br />(8) Contracts for certain essential election materials and services, pursuant to Code <br />o Vir inia, § 2.2-4346, as amended. restated or moved from time to time are <br />exempted from the requirements of this article. <br />(b) A contract may be awarded without sealed bids or competitive negotiation on the <br />basis of an existing contract previously awarded by the commonwealth3 other local <br />governments. or the United States of America, or agencies thereof, for the purchase <br />of goods or services. <br />13. Section 12-217 of the Code of the City of Portsmouth, Virginia (2006) is amended <br />as follows: <br />Sec. 12-217. -Same-Purchases at public auction. <br />(a) Upon determination made in advance by the city managerl or city manager's <br />designee and set forth in writing that the purchase of goods, products or commodities <br />from a public auction sale is in the best interests of the public, such items may be <br />procured at the auction. The basis for such determination shall be documented in <br />writing. <br />(b) The purchase of goods or nonprofessional services, but not construction or <br />professional services, may be made by reverse auctioning.
