8. That subsections (b)-(c) of Section 4-97 of the Code of the City of <br />Portsmouth, Virginia (2006) are hereby amended as follows: <br />Sec. 4-97. -Impoundment of unvaccinated dogs or cats; redemption, disposal. <br />(b) Upon redemption of a dog or cat by its owner, the Portsmouth Humane Society or <br />other entity serving as the city's public animal shelter shall notify the owner of <br />such dog or cat that an animal control officer of the city may appear at his place <br />of residence on or after seven days following redemption of the animal. At such <br />time, the owner of the redeemed animal shall present to the animal control officer <br />proof of the animal's vaccination or inoculation against rabies. <br />(c) At the expiration of the five-day period of impoundment, any dog or cat not so <br />claimed by its owner shall become the property of the Portsmouth Humane <br />Society, Inc. or other entity serving as the city's public animal shelter, who shall <br />offer such animal by adoption to any person who shall meet the adoption <br />requirements of the Portsmouth Humane Society or other entity serving as the <br />city's public animal shelter. Any animal not so adopted may be humanely <br />disposed of by the Portsmouth Humane Society or other entity serving as the <br />city's public animal shelter in accordance with law. <br />9. That subsections (b)-(c) of Section 4-98 the Code of the City of <br />Portsmouth, Virginia (2006) are hereby amended as follows: <br />Sec. 4-98. -Quarantine of certain animals. <br />(b) Dogs or cats showing active signs of rabies or suspected of having rabies shall be <br />confined under competent observation for such a time as may be necessary to <br />determine a diagnosis. If confinement is impossible or impracticable, such dog or <br />cat shall be euthanized by one of the methods approved by the state veterinarian <br />as provided in Code of Virginia, §3.2-6546. Any dog or cat, for which no proof of <br />current rabies vaccination is available, and which is exposed to rabies through a <br />bite, or through saliva or central nervous system tissue, in a fresh open wound or <br />mucous membrane, by an animal believed to be afflicted with rabies, shall be <br />confined in a pound, kennel or enclosure approved by the health department for a <br />period not to exceed six months at the expense of the owner; however, if this is <br />not feasible, the dog or cat shall be euthanized by one of the methods approved by <br />the state veterinarian as provided in Code of Virginia, §3.2-6546. A rabies <br />vaccination shall be administered prior to release. Inactivated rabies vaccine may <br />be administered at the beginning of confinement. Any dog or cat so bitten, or <br />exposed to rabies through saliva or central nervous system tissue, in a fresh open <br />wound or mucous membrane with proof of a valid rabies vaccination, shall be <br />uevaccinated immediately following the bite and shall be confined to the premises <br />5 <br />
