A fee for the review of construction plans may be waived at the discretion of the Building Official for minor residential projects where the permit fee is less than $100.00. 3. That Section 7-105 of the Code of the City of Portsmouth, Virginia (2006) be amended to read as follows: Sec. 7-105. Appeal fee. A fee as set forth in appendix A to this Code for each appeal of a decision of a building and/or code official shall be paid by the appellant to the city at the time application for the appeal is made. 4. That Section 7-105.1 of the Code of the City of Portsmouth, Virginia (2006) be deleted in its entirety. 5. That Section 7-131 of the Code of the City of Portsmouth, Virginia (2006) be amended to read as follows: Sec. 7-131. Application of division. This division shall apply to the fees for permits and inspections required by the building code. (1) The minimum fee for any permit shall be as set forth in appendix A to this Code. (2) Additional inspections maybe required by the inspector, where, in the inspector's judgment, such inspections are necessary. Each reinspection shall require a fee as set forth in appendix A to this Code to be paid prior to said reinspection. 6. That Section 7-132 of the Code of the City of Portsmouth, Virginia (2006) be amended to read as follows:
