<br />4. That estimated revenues in the FY 2013-14 Operating Budget and the FY <br />2013-14 General Fund are hereby increased by $27,200. <br /> <br />5. That the City Manager is hereby directed to refrain from releasing <br />payment of funds to the Portsmouth Volunteers for the Homeless, Inc. (PVH) until he <br />has reviewed the Planning Council Report on Fiscal Mapping, and that he is satisfied <br />that this one-time, stop-gap payment for PVH's transportation and security expenses <br />related to its operation of its 2013-14 emergency winter shelter program is consistent <br />with the identified service and funding needs in said Report. Upon his analysis of said <br />Report and this expenditure, the City Manager shall report to City Council his findings. <br /> <br />6. That this ordinance shall take effect on the date of its adoption. <br /> <br />ADOPTED by the Council of the City of Portsmouth, Virginia at a meeting held <br />on November 12,2013. <br /> <br />Teste: <br /> <br />City Clerk <br />
