",. <br /> <br />AN ORDINANCE APPROPRIATING $27,200 IN THE FY 2013-14 GENERAL <br />FUND TO PROVIDE ONE- TIME FUNDING TO THE PORTSMOUTH <br />VOLUNTEERS FOR THE HOMELESS, INC., FOR TRANSPORTATION AND <br />SECURITY EXPENSES RELATED TO ITS EMERGENCY WINTER SHELTER <br />PROGRAM. <br /> <br />WHEREAS, the federal government has changed its national priorities relating to <br />its funding for state and local programs that serve the homelessness services, thus shifting <br />its funding from the operation of emergency shelters to the rapid re-housing of homeless <br />individuals; and <br /> <br />WHEREAS, this change in national priorities has eliminated the federal grant <br />funding to the Portsmouth Volunteers for the Homeless, Inc. (PVH) for the operation of <br />its emergency winter shelter; and <br /> <br />WHEREAS, PVH has not yet been able raise private funding to replace this <br />loss in federal funding, thus causing PVH to shorten its 2013-14 emergency winter <br />shelter operation because of a lack of funding to cover transportation and security <br />expenses related to the shelter operation; and <br /> <br />WHEREAS, the cold nights of winter and associated health risks have arrived, <br />and at this date there appears to be no immediate source of federal or private funding to <br />bridge the funding gap and enable the operation of the winter shelter, and <br /> <br />WHEREAS, the cost of providing transportation and security services for the <br />winter shelter program is estimated to be $27,200 for four months of operation, and <br /> <br />WHEREAS, the Planning Council has completed the fiscal mapping analysis <br />requested by area community foundations, but is not scheduled to report its findings to <br />the stakeholders until November 18th, and <br /> <br />WHEREAS, City Council previously deferred consideration of special requests <br />for City funding from non-profit homelessness service organizations until the fiscal <br />mapping report. was completed. <br /> <br />NOW THEREFORE BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That the sum of $27,200, be and the same hereby is, appropriated in the <br />FY 2013-14 General Fund Non-Departmental Support to Civic and Cultural <br />Organizations. <br />2. That the source of the appropriation is the FY 2013-14 General Fund <br />Unassigned Fund Balance. <br />3. That the funds shall be used by the Portsmouth Volunteers for the <br />Homeless, Inc., to cover transportation and security expenses related to its winter shelter <br />program. <br />
