R-09-33 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE THE REQUIRED APPLICATIONS AND ANY OTHER NECESSARY DOCUMENTS FOR $1,002,000 IN ECONOMIC STIMULUS GRANT FUNDING FROM U.S. DEPARTMENT OF ENERGY TO INST ALL ENERGY EFFICIENT LIGHTING AND TRAFFIC AND PEDESTRIAN SIGNALIZATION. WHEREAS, the America Recovery and Reinvestment Act of 2009 provides funding for the Department of Energy (DOE) to issue/award formula-based grants to states, U.S. territories, units of local government, and Native-American tribes under the Energy Efficiency and Conservation Block Grant (EECGB) Program; and WHEREAS, City staff has determined the following three projects meet the requirements for submitting a funding application: · Retrofitting four city-owned parking garages with energy efficient lighting and lighting control systems · Synchronization of the operation of the city's 120 signalized intersections · Replacement of 591 incandescent traffic signal heads and 26 incandescent pedestrian signal heads with new light emitting diode (LED) heads at 66 intersections; and WHEREAS, the City's Recovery Act - Energy Efficiency and Conservation Formula Block Grant is $1,002,000 and requires the submission of a detailed application for award; and WHEREAS, the $1,002,000 has already been designated for the City of Portsmouth; and WHEREAS, the funding application is due by close of business on June 25, 2009. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia that it hereby authorizes the City Manager to sign any and all documents required to apply for and to accept such funding for the above-cited projects and any other projects that would qualify for such funding.
