<br />(d) Committee members shall be appointed for terms of office of three years from the <br />date of appointment. Members may be reappointed for consecutive terms. In order to achieve <br />staggered terms, initial appointments shall be: one member for a term of one year, three members <br />for terms of two years, and three members for terms of three years. No individual may serve <br />more than six years total as a Committee member without a three-year vacancy from the <br />Committee, except that the initial member appointed for a one-year term may be reappointed for <br />two additional three-year terms. <br /> <br />(e) The city council may appoint at least one, but up to three qualified alternate <br />members to the Committee. The terms of the alternates shall be for three years. Alternate <br />members shall be required to attend regular meetings and training, but shall not participate in any <br />Committee discussions or voting pertaining to an application for a certificate of appropriateness <br />unless so requested by the chairperson in order to create or maintain a quorum. <br /> <br />(f) A Committee member may be removed from office by the city council for <br />inefficiency, neglect of duty, malfeasance, or continued absence from regular or called meetings <br />of the Committee. Continued absence is defined as absence from three consecutive meetings or <br />four meetings within a 12-month period. <br /> <br />(g) If a member representing a designated organization or profession ceases to be a <br />member of that organization or profession, or if a Committee vacancy occurs for any other <br />reason, the city council shall appoint a new member to fill the uncompleted portion of the term <br />within 60 days of the vacancy. <br /> <br />(h) Every member of the committee shall annually attend at least one informational or <br />educational meeting approved by the Virginia Department of Historic Resources pertaining to <br />the work and functions of the Committee or to historic preservation. <br /> <br />Sec. 40-56.11. Downtown Design Committee; powers, duties, and responsibilities. <br /> <br />The Downtown Design Committee shall have such powers, duties, and responsibilities as <br />may be assigned to it by the city council, and in particular shall: <br /> <br />(a) Review and act upon each application for a certificate of appropriateness for any <br />material change in appearance, including construction, reconstruction, exterior alteration, <br />demolition, or relocation of contributing or noncontributing properties within the historic <br />districts and for individually-designated downtown properties. <br /> <br />(b) Assist and advise the city council, the planning commission, other city <br />departments, and property owners concerning matters involving individual historically <br />significant sites and buildings, and those properties located either in or abutting historic districts. <br /> <br />(c) Request information and services from any city department, agency, board or <br />commission related to the exercise of the Committee's powers and duties of the Committee <br />including: (i) a current project review, (ii) development standards, and (iii) the investigation of <br />new products or materials. <br /> <br />(d) Periodically conduct or cause to be conducted, a survey of buildings, structures, <br />places and areas in the city having historical, architectural, archaeological, or cultural <br />
