<br />significance, interest or value for the purpose of compiling appropriate descriptions, facts, lists <br />and an inventory map. <br /> <br />(e) Administer the provisions of this article in accordance with the Committee's <br />duties set forth therein and establish and periodically review appropriate standards and guidelines <br />for such districts and properties subject to review and adoption by the city council. <br /> <br />(f) Request the opinion, advice, or other aid from any officer, employee, board, <br />bureau or committee of the city within the scope of that person's competence. <br /> <br />Sec. 40-56.12. Downtown Design Committee; rules of procedure. <br /> <br />The Downtown Design Committee shall adopt bylaws, rules, and standards for the <br />transaction of its business, and such bylaws, rules, and standards shall not conflict with the <br />provisions of this Code. The Committee shall provide for the time and place of regular meetings <br />and a method for the calling of special meetings. It shall select a chairperson and such other <br />officers, as it deems appropriate from among its members. A quorum shall consist of a majority <br />of the members appointed to the Committee. <br /> <br />Sec. 40-56.13. Downtown Design Committee; standards and guidelines. <br /> <br />(a) The Committee shall submit to the city council proposed standards and guidelines <br />for each district that shall govern the Committee's decisions. After the city council review and <br />approval of the initial standards and guidelines, the Committee, the planning director, or city <br />council may propose subsequent modifications. <br /> <br />(b) The Committee shall create, adopt and maintain a procedures manual containing <br />standards and guidelines approved by the city council. The manual shall contain, among other <br />things: <br /> <br />(i) Application instructions describing the required procedures, exhibits, visual <br />displays and other data required relative to applications for certificates of <br />appropriateness submitted to the Committee or its designee; and <br /> <br />(ii) Committee process standards for certificate of appropriateness review and <br />conduct of meetings. <br /> <br />Sec. 40-56.14. Downtown Design Committee; meeting records. <br /> <br />A public record shall be kept of the resolutions, proceedings, and actions of the <br />Downtown Design Committee. Designated staff of the city planning department shall serve as <br />administrative staff to the Committee and maintain for public review all resolutions, proceedings, <br />and actions of the Committee. <br /> <br />Sec. 40-56.15. Downtown Design Committee; annual report. <br /> <br />The Downtown Design Committee shall make a report by June 30th of each year to the <br />planning commission and to the city council with recommendations concerning the operation of <br />the Committee and the status of historic preservation in the downtown districts. <br />
