<br />Sec. 40.56.2. Downtown Districts - Certificate of Appropriateness; when required. <br /> <br />(a) A Certificate of Appropriateness from the Downtown Design Committee is <br />required for those properties within the Downtown Districts so identified on the Zoning Map. <br /> <br />(b) The provisions of this code pertaining to a Certificate of Appropriateness and to <br />the Downtown Design Committee shall not apply to those properties within the Downtown <br />Districts designated as not requiring a Certificate of Appropriateness unless otherwise <br />specifically stated. Provided, however, that all such projects involving the proposed construction, <br />alternation, or renovation of any structure shall be generally consistent with the City's <br />Comprehensive Plan and the General Development Standards and Guidelines for the Downtown <br />District and Parking Structure Standards contained within the Downtown Design Manual <br />adopted by the city council as determined by the Director of Planning. In addition, the following <br />shall be adhered to: <br /> <br />(1) Building form. The following fenestration requirements shall be <br />applicable to building facades along street frontages: <br /> <br />Street-level story <br /> <br />a. Nondwelling uses. For nondwelling uses, a minimum of60 <br />percent of the building fayade between two and eight feet in height <br />along the street frontage shall be comprised of glass windows <br />and/or glass doors that allow views to the interior of the building <br />space. On streets designated as "B" Grid streets on the Special <br />Requirements Map of the Comprehensive Plan, a minimum of 50 <br />percent of the building fayade between two and eight feet in height <br />along the street frontage shall be comprised of glass windows <br />and/or glass doors that allow views to the interior of the building <br />space. Windows used to satisfy the requirements of the paragraph <br />shall have a minimum height of four feet. <br /> <br />b. Dwelling uses. For dwelling uses, windows shall comprise a <br />minimum of 30 percent of the building fayade between two and <br />eight feet in height along the street frontage, relative to the finished <br />floor elevation. Such windows shall be double-hung, awning, or <br />casement type, and fixed shall be permitted only as a component of <br />a system including operable windows within a single wall opening. <br /> <br />c. Distance between entries. At least one functioning street entry door <br />shall be provided along each ground story fayade at intervals not <br />greater than 75 feet. On streets designated as "B" Grid streets on <br />the Special Requirements Map of the Comprehensive Plan, at least <br />one functioning street entry door shall be provided along each <br />ground story fayade at intervals not greater than 100 feet. <br />
