<br />ORDINANCE IO~ <br /> <br />AN ORDINANCE (a) TO AMEND CHAPTER 19 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 19-20 <br />AND BY AMENDING APPENDIX A THEREOF TO ESTABLISH A LIBRARY <br />CARD FEE FOR CERTAIN NON-RESIDENT LIBRARY PATRONS AND (b) TO <br />ESTABLISH A LIBRARY SPECIAL REVENUE FUND FOR SUCH FEES. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That the Code of the City of Portsmouth, Virginia (2006) is amended by <br />the adoption of a new Section 19-20 to read as follows: <br /> <br />Sec. 19-1. Library card fee; non-resident library patrons. <br /> <br />An annual fee, as set out in Appendix A and any subsequent amendments thereto, <br />shall be charged prior to the issuance of a library card to any individual who is a resident <br />of a loeality imposing such a fee on the citizens of Portsmouth. The fee shall not be <br />charged to non-resident employees of the City of Portsmouth, non-resident City property <br />owners, non-resident City business owners, and non-resident Tidewater Community <br />College students attending classes in the City of Portsmouth. The fee shall be payable on <br />Jilly I st of each y~ar or at such time thereafter as an individual subject to the fee shall <br />seek to use a library card. <br /> <br />2. Th'at Appendix A of the Code of the City of Portsmouth, Virginia (2006) <br />is amended by the adoption of an annual fee of$10.00 for each library card issued to any <br />individual who is not a resident of the City of Portsmouth, with the exception of non- <br />resident employees of the City of Portsmouth, non-resident City property owners, non- <br />resident City business owners, and non-resident Tidewater Community College students <br />attending classes in the City of Portsmouth. <br /> <br />3. That there is hereby created a Library Special Revenue Fund into which <br />such fees shall be deposited and appropriated for City Library purposes defined in <br />Section 42.1-33 of the Code of Virginia. <br /> <br />4.
