<br />Salary increases may be withheld from employees by the Department <br />Head upon submission of two (2) "Below Expectations" performance <br />evaluations to the employee. One performance evaluation must have <br />been conducted prior to, and one subsequent to, three months before <br />the employee becomes eligible for the salary increase. <br /> <br />b. Public Safety - Sworn Personnel <br /> <br />New sworn Fire and Police Personnel will be hired at the minimum <br />rate as a trainee unless they have been approved otherwise due to <br />previously obtained certification. <br /> <br />An employee's base salary may not be less than the minimum or more <br />than the maximum for the position. <br /> <br />c. New Employees <br /> <br />All newly hired employees will be considered probationary for the <br />first 12 months of employment. <br /> <br />Employees should be hired at the minimum range of the pay grade <br />classification. Requests to hire above the minimum will be evaluated <br />on a case-by-case basis in consultation with the Human Resource <br />Management Department. <br /> <br />d. Promotions - General Employees <br /> <br />When an employee is promoted to a classification one grade higher <br />than the present classification, the employee will receive an increase <br />of 5% of the current salary. If the promotion is two or more grades <br />above the former classification, the employee will receive an increase <br />of 10% of the former salary. An employee's base salary may not be <br />less than the minimum or more than the maximum for the grade to <br />which promoted. Special circumstances may be reviewed with <br />Human Resource Management and adjusted by the City Manager as is <br />deemed necessary for business operations. <br /> <br />6 <br />
