<br />(3) Block and lot standards, including: block length, lot size, lot width, and <br />lot coverage <br />(4) Building dimensional standards, including: building footprints, yard <br />setbacks, proposed heights, and lot coverage <br />(5) Pedestrian and vehicular circulation systems to include on-site and <br />adjacent properties <br />(6) Parking and loading locations and quantity <br />(7) Location of public facilities <br />(8) Location, type, amount, and ownership of open space as defined below <br />(9) Stormwater management plan <br />(10) Viewscapes of the Elizabeth River as well as viewscapes of the downtown <br />areas of Norfolk and Portsmouth. <br />(11) Conceptual landscaping plans, including: street trees, appropriate buffers <br />and screens, signage and public art. Special attention shall be paid to <br />providing space for outdoor dining and other outdoor spaces and to the <br />interface of the building exterior and these spaces. <br /> <br />(b) Design Standards. Design standards in the form of graphics and <br />explanatory text illustrating how buildings, circulation systems, landscaping, and other <br />elements of the Master Plan will be developed by the developer and shall approved by the <br />Director of Planning or his/her designee. As part of the approval process, opinions from <br />professional architects, landscape architects and engineers may be solicited. The design <br />standards shall address, at a minimum, the following: <br /> <br />(1) Architectural form, materials, and other guidelines for proposed buildings, <br />especially the interface of the proposed building exterior fal(ade and the <br />proposed open spaces. <br />(2) Parking design <br />(3) Fence and wall standards <br />(4) Exterior lighting standards <br />(5) Signage descriptions, sizes and examples <br />(6) Street hierarchy (collector streets, local streets, alleys, etc.) <br />(7) Traffic Impact Analysis prepared in accordance with Section 40-172.2. <br />(8) Scheduling / Phasing Plan <br />(9) Property owners' association documents specifying maintenance, <br />membership, and member responsibilities, if applicable. <br /> <br />The development of the buildings and sites contained in an approved master plan <br />must conform to the requirements of the site plan review process contained within this <br />chapter. As each portion of the development is implemented, the applicant shall submit, <br />in phases, detailed landscaping plans that are consistent with the Master Plan/conceptual <br />landscaping plan. <br /> <br />Should, in the opinion of the Planning Director, any item listed in (a) or (b) above <br />not be necessary, the Director may waive the submittal requirement for that item.
