<br />(3) Mix of uses. New development should introduce and maintain the integration <br />of commercial and residential uses while preserving the viewS ofthe Elizabeth River. <br />This mix of uses should occur both horizontally at the street level and vertically within <br />buildings in the district. <br />(4) Development design. New development in the district shall comply with and <br />promote the city's visions and plans for intensive downtown waterfront development, <br />including but not limited to the City'S Comprehensive plan and any lawfully adopted <br />amendments andlor the City Council's Vision Statement by incorporating and meeting <br />the following design characteristics: <br />a. pedestrian-oriented streetscapes <br />b. Connectivity of existing street and pedestrian systemS <br />c. Promote multi-modal transportation accesS <br />d. High quality architectural design and building materials suitable for an <br />employment center <br />e. Compatibility with adjacent development, city plans, and city policies <br />f. Protection and utilization of the spectacular vieWscapes of the Elizabeth <br />River, downtown Norfolk, and downtown portsmouth. <br /> <br />Sec. 40-50.11. District applicability. <br /> <br />(\ ) Dis <riet locat ion. The W _ \ district shall he designated in accordance with the <br />city code and where consistent with the City'S comprehensive Plan. <br /> <br />(2) Conflict with other code provisions. In the event that any provision of this <br />division shall conftic' with any other provision of this code, the provision of this division shall <br />contrnl unless the conl1icting section contains specific language to the contrary. <br /> <br />(3) Other provisions may apply. In the event that this division is silent as to a <br />particular issue, ,he provisions of any other applicable code section shall govern. <br /> <br />See 40-50.12. APplication Procedure. <br /> <br />All future zoning rnap arnendments rezoning properly to the Watenront W-I <br />designation or at the point of site plan subrnittal for all properties with existing <br />Waterfront W -I zoning shall contain the following elernents as pari of the rezoning <br />package or the site plan submittal package: <br /> <br />(a) Master Plan. A master plan illustrating the conceptual layout of proposed <br />uses, streets, buildings, lots, and other elements of the desired or proposed development <br />when fully developed. Required elernents of the rnaster plan shall include: <br /> <br />(I) Location and rnix of proposed land uses <br />(2) N umber (densi 'y and intensity), type, and mix of land uses for the <br />developrnent as a whole as well as for each sub-area within the <br />development <br />
