<br />11. Vehicular access to the shared parking area is limited to the users) <br />it serves; and <br /> <br />Ill. P011ions of the shared parking area not directly adjacent to the use <br />it serves are surrounded by a solid six- foot fence <br /> <br />(2) OfFSile Parkingfor Non-Residenlial Uses. Off-street parking areas for any <br />nonresidential use shall normally be provided on the same parcel of land as the <br />use it serves. Where there are practical difficulties, not created by the developer <br />or the property owner, in the location of the parking area or when the public <br />safety or public convenience, or both, is better served, ot1~street parking may be <br />located on another parcel of land. Off-site parking for nonresidential uses shall <br />comply with the following standards: <br /> <br />a. fhe parkin" area shall be located on land under the same ownership of the <br />Lise it "erve'-..;, <br /> <br />b. \ sidewalk. pathway, or other similar pedestrian connection no greater <br />than six hundred feet in length shall be established Irom the parking area <br />to the use to be served. <br /> <br />c The parking area shall be convenient for use without causing unreasonable <br />hazard to pedestrians or vehicular traffic, traffic congestion, interference <br />with commercial activity or convenient access to other parking areas in the <br />vicinity, detriment to the appropriate use of business lands in the vicinity, <br />or detriment to any abutting residential neighborhood. <br /> <br />(3) Deferred Parking. An applicant may submit a request to defer the construction of <br />up to 20% of the required number of parking spaces if the request complies with <br />the following standards: <br /> <br />a. It is demonstrated that because of the location, nature, or mix of uses, <br />there is a reasonable probability the number of parking spaces actually <br />needed to serve the development is less than the minimum required. <br /> <br />b ['he requl'S\ is accelmpanied bv a Resene Parking Plan identifying: (a) the <br />am'llll1t of "tl~street parking being deferred, and (b I the I,'cation of the <br />,Irea ((l be rc'scrved t'1I' future parking, if future parking is needed. <br /> <br />c. \ssurance is guaranteed that. within 16 months after the initial certificate <br />elf occupancy is issued for the proposed development, the applicant will <br />submit a Parking Demand Study to thc Planning Director that <br />demonstrates the parking demand for the development, and the adequacy <br />of existing parking spaces. It: in the opinion of the Planning Director, the <br />study indicates that the existing parking is adequate, thcn the construction <br />of the remaining number of parking spaces shall not be required.
