<br />ORDINANCE NO. 2007-111 <br /> <br />AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTIONS 40-22 AND 40-45 <br />AND TABLES 40-43,1-1 AND 40-43,1-2 THEREOF AND BY ADOPTING NEW <br />SECTIONS 40-120.1, 40-120.2, AND 40-120.3 TO PERMIT SINGLE-ROOM <br />OCCUPANCY DWELLING UNITS, <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That Section 40-22 of the Code of the City of Portsmouth, Virginia (2006) <br />be amended by adding thereto the definition "Single Room Occupancy (SRO) Facility" to <br />read as follows" <br /> <br />Single-Room Occupancy (SRO )Facility. A residential facility that includes multiple <br />single-room dwelling units occupied by a single individual. The unit may contain food <br />preparation or sanitary facilities, or both. The facility must provide counseling and <br />training for social, behavioral, and job seeking/training skills through programs approved <br />by the City. <br /> <br />2. That Section 40-45 of the Code of the City of Portsmouth, Virginia (2006) <br />be amended by adding thereto a new Parking Group 41 with the following minimum <br />space requirements: <br /> <br />Sec, 40-45, Off-street parking requirements; parking groups. <br /> <br />Parking Group <br /> <br />Minimum Space Requirements <br /> <br />******************************* <br /> <br />41 <br /> <br />1 space for every 2 single-room units, 1 <br />space for every 500 square feet of office/ <br />counseling area, and 1 space for each <br />employee while working. <br /> <br />3. That Tables 40-43.1-1 and 40-41.1-3 of the Code of the City of <br />Portsmouth, Virginia be amended to permit a Single-Room Occupancy (SRO) Facility in <br />Residential RM-60, Commercial C-l, and Commercial C-2 zoning districts upon issuance <br />of a housing use permit. <br /> <br />4. That Chapter 40 of the Code of the City of Portsmouth, Virginia (2006) be <br />amended by adopting new Sections 40-108, 40-108.1 and 40-108.2 to read as follows: <br /> <br />Sec, 40-120,1 Single-room occupancy facilities; permit application, <br /> <br />An application for a housing use permit for a single-room occupancy facility <br />(SRO) shall include all of the documents required for an application for a use permit <br />
