<br />f <br /> <br />. ' <br /> <br />called meetings of the commission. Continued absence is defined as absence from three <br />consecutive meetings or four meetings within a twelve-month period, <br /> <br />(h) If a member representing a designated organization or profession ceases to <br />be a member of that organization or profession, or if a commission vacancy occurs for <br />any other reason, the city council shall appoint a new member to fill the uncompleted <br />portion of the term within 60 days of the vacancy. <br /> <br />(i) Each member of the commission shall annually attend at least one <br />informational or educational meeting approved by the Virginia Department of Historic <br />Resources pertaining to the work and functions of the Commission or to historic <br />preservation. <br /> <br />Sec. 40-52.1. Historic Preservation Commission; powers, duties, and <br />responsibilities. <br /> <br />The historic preservation commission shall have such powers, duties, and <br />responsibilities as may be assigned to it by the city council, and in particular shall: <br /> <br />(a) Review and act upon each application for a certificate of appropriateness <br />for any material change in appearance, including construction, reconstruction, exterior <br />alteration, demolition, or relocation of contributing or noncontributing properties within <br />the historic districts and for individually-designated historic properties. <br /> <br />(b) Assist and advise the city council, the planning commission, other city <br />departments, and property owners concerning matters involving individual historically <br />significant sites and buildings, and those properties located either in or abutting historic <br />districts. <br /> <br />(c) Request information and services from any city department, agency, board <br />or commission related to the exercise of the commission's powers and duties of the <br />commission including: (1) a current project review, (2) development standards, and (3) <br />the investigation of new products or materials. <br /> <br />(d) Periodically conduct or cause to be conducted, a survey of buildings, <br />structures, places and areas in the city having historical, architectural, archaeological, or <br />cultural significance, interest or value for the purpose of compiling appropriate <br />descriptions, facts, lists and an inventory map. <br /> <br />(e) Employ the survey described above in paragraph (d) to recommend to the <br />city council such actions, as it deems appropriate, including the establishment of historic <br />districts and revisions to existing historic districts. <br /> <br />(f) Administer the provisions of this article in accordance with the <br />commission's duties set forth therein and establish and periodically review appropriate <br />
