<br />standards and guidelines for such districts and properties subject to review and adoption <br />by the city council. <br /> <br />(g) Conduct educational programs and disseminate infonnation about historic <br />properties and districts located within the city and general historic preservation issues and <br />concerns. The commission shall also coordinate local preservation efforts with those of <br />local historic and preservation organizations, the Virginia Department of Historic <br />Resources, and other public and private entities and resources. <br /> <br />(h) Request the opinion, advice, or other aid from any officer, employee, <br />board, bureau or commission of the City within the scope of that person's competence. <br /> <br />(i) Review all proposed Virginia Landmarks Register and National Register <br />of Historic Places nominations within the city for the purpose of providing local <br />comment to the State Review Board and the Virginia Department of Historic Resources. <br /> <br />G) Participate in private, state and federal historic preservation programs and <br />with the consent of the city council enter into agreements for such participation, <br /> <br />Sec. 40-52.2 Historic Preservation Commission; rules of procedure. <br /> <br />The historic preservation commission shall adopt bylaws, rules, and standards for <br />the transaction of its business, and such bylaws, rules, and standards shall not conflict <br />with the provisions of this code. The commission shall provide for the time and place of <br />regular meetings and a method for the calling of special meetings. It shall select a <br />chairperson and such other officers, as it deems appropriate from among its members. A <br />quorum shall consist of a majority of the members appointed to the commission. <br /> <br />Sec. 40-52.3 Historic Preservation Commission; standards and guidelines. <br /> <br />(a) The commission shall submit to the city council proposed standards and <br />guidelines for each district that shall govern the commission's decisions. After the city <br />council reviews and approves the initial standards and guidelines, the commission, the <br />planning director, or city council may propose modifications. <br /> <br />(b) The commission shall create, adopt and maintain a procedures manual <br />containing standards and guidelines approved by the city council. The manual shall <br />contain, among other things: <br /> <br />(i) Application instructions describing the required procedures, exhibits, <br />visual displays and other data required relative to applications for <br />certificates of appropriateness submitted to the commission or its <br />designee. <br />(b) Commission process standards for certificate of appropriateness review <br />and conduct of meetings <br />(c) A flow chart depicting the review process <br />
