<br />(f) To stabilize and improve property values by providing incentives for the <br />upkeep and rehabilitation of older and historic structures and by encouraging desirable <br />uses and forms of economic development; and <br /> <br />(g) To prevent the encroachment of new buildings or structures, and additions <br />or attachments that are architecturally incongruous with the visual and historic character <br />of the district. <br /> <br />Sec. 40-52. Historic Preservation Commission <br /> <br />For the general purposes of this chapter and specifically to preserve and protect <br />historic places and areas in Portsmouth through the control of demolition and regulation <br />of architectural design and uses of structures in such areas, a historic preservation <br />commission is established.. <br /> <br />(a) The historic preservation commission for all historic districts within the <br />city shall consist of seven members who shall be appointed by the city council and who <br />shall serve without compensation. <br /> <br />(b) All members must demonstrate an interest or competence in or a <br />knowledge of historic preservation and shall include: <br /> <br />1. One member who is an architect or architectural historian; <br /> <br />n. Two members with professional training or equivalent experience in <br />architecture, history, architectural history, archaeology or planning <br /> <br />(c) The city council shall consider, secondary to the above listed <br />qualifications, adequate representation from residents of the historic districts. <br /> <br />(d) The city council, in additional to the seven voting members, may appoint a <br />non-voting liaison to the commission from its own body. <br /> <br />(e) Commission members shall be appointed for terms of office of three years <br />from the date of appointment. Members may be reappointed for consecutive terms. In <br />order to achieve staggered terms, initial appointments shall be: one member for a term of <br />one year, three members for terms of two years, and three members for terms of three <br />years. No individual may serve more than six years total as a commission member <br />without a three-year vacancy from the commission, except that the initial member <br />appointed for a one-year term may be reappointed for two additional three-year terms. <br /> <br />(f) The city council may appoint three qualified alternate members to the <br />Commission. The terms of the alternates shall be for three years. Alternate members <br />shall be required to attend regular meetings and training, but shall not participate in any <br />commission discussions or voting pertaining to an application for a certificate of <br />appropriateness unless so requested by the chairperson in order to create or maintain a <br />quorum. <br /> <br />(g) A commission member may be removed from office by the city council <br />for inefficiency, neglect of duty, malfeasance, or continued absence from regular or <br />
