<br />3. That Sections 40-51 through 40-54, 40-171.2, and 40-178 of the Code of <br />the City of Portsmouth, Virginia (2006) are hereby repealed. <br /> <br />4. That a new Article IV, entitled "Historic Districts", is hereby adopted to <br />read as follows: <br /> <br />ARTICLE IV. HISTORIC DISTRICTS <br /> <br />Division 1. Olde Towne, Cradock, Truxtun, Port Norfolk, and Park View. <br /> <br />Sec. 40-51. Specific purpose of historic districts. <br /> <br />The historic districts of Olde Towne, Cradock, Truxtun, Port Norfolk, and Park <br />View, and any districts that may be designated in the future, are established with the goal, <br />without limitation, of promoting and protecting the health, safety, comfort, recreation, <br />prosperity, and general welfare of the community through the identification, preservation, <br />and enhancement of city buildings, structures, sites, neighborhoods, landscapes, places <br />and areas that have special historical, educational, cultural, artistic, architectural or <br />archaeological significance as provided for by Section 15.2-2306 of the Code of Virginia. <br />The alteration, deterioration, and destruction of such buildings, structures, sites, <br />neighborhoods, landscapes, places, and areas are recognized as the potential causes of <br />permanent loss of unique and valuable resources for all citizens. To ensure that such <br />losses are minimized or avoided whenever possible, this chapter is established for the <br />following purposes: <br /> <br />(a) To preserve and improve the quality oflife for city residents by protecting <br />familiar and reassuring visual elements in the area; <br /> <br />(b) To educate residents about local cultural and historic heritage as embodied <br />in the historic districts and properties and to foster a senses of pride in that heritage; <br /> <br />(c) To promote local historic preservation efforts and to encourage the <br />identification and nomination of qualified historic properties and districts to the National <br />Register of Historic Places and the Virginia Landmarks Register; <br /> <br />(d) To recognize and develop historic districts as integral and vital parts of the <br />city so that new construction will reinforce the quality and sensitivity of past generations; <br /> <br />(e) To promote tourism investment and business growth by protecting <br />historical and cultural resources, including their settings and environment, that are <br />attractive to visitors; <br />
