<br />(3) /J/uek Dnign. Long strcet blocks should be avoided so that vehicular and <br />pedestrian drculation are more efficient. The maximum average length for <br />blocks shall be 600 feet in a proposed development. <br /> <br />(4) Conneelivily. The internal street network shall make logical connections <br />to the public street system outside the development; provide pedestrian <br />facilities and walkways (including access for the disabled) in appropriate <br />locations; and establish a logical, safe, and convenient system to all on-site <br />and adjacent off-site parks, public lands, schools, existing <br />sidewalks/pathways, and similar features, <br /> <br />(5) Cul-de-sacs. Dead end streets shall only be utilized in areas containing <br />cnvironmentally-sensitive features, topographical constraints, or where <br />existing development makes a street connection impossible. <br /> <br />(d) Mulli-mudal .lece.II' and ('ireulalion. Street network design shall give equal <br />consideration to the necds of pedestrians, bicyclists, and other alternative modes of transportation, <br />as wcll as vehicular trame. <br /> <br />(I) Pedes/riall Access alld ('ircul,,!ion. Internal path\\ays shall provide and <br />form a logical, safe, and conwnient system for pedestrian access to <br />buildings and common areas, with appropriate linkages off-site. Sidewalks <br />shall be included on both sides of streets. <br /> <br />(2) Bicycle Racks. Bicycle racks shall be included in the site plan at <br />appropriate locations. A minimum of one bike rack accommodating a <br />minimum of four bicycles shall be provided for every 100 off-street <br />parking spaces. <br /> <br />(3) Transil Service. Bus shelters and other provisions for transit service shall <br />be included in the site plan, as appropriate. <br /> <br />(e) Urban Characler. The design of the employment center shall create a vibrant, <br />walkable place. <br /> <br />(I) /Juildillg Form.
