General Design Standards. <br /> <br />In ordcr to promote the development of a vibrant and high quality mixed-use employment <br />centcr, a rezoning appJ ication for the MX/EMP zoning designation shall be consistent with the <br />following standards. If the applicant cannot meet a specific standard, the submitted application <br />shall demonstrate an alternative that meets the intent of the MX/EMP district. <br /> <br />(a) CO/lsis"'ncy lrilh Ihe Comprehensive Plun. The submitted application shall <br />implement thc goals and rcc"mmcndations of the City's Comprehensive Plan. <br /> <br />(b) Mix oll 1.les. A mi\ ofnonresidcntiaL rcsidential and open space uscs shall be <br />integrated into the proposed empluyment center. A portion of the proposcd structures shall <br />vertically integrate uses. Horizontally mixcd uses shall be designed to promote easy pcdestrian <br />access betwccn complementary uses. <br /> <br />The amount of nonresidential, residcntial and open space uses in the proposed center <br />shall comply with the following requiremcnts. <br /> <br />Use Types Required Percentages <br /> Minimum of75% of the Total Floor Area of All Buildings in the <br />Nonresidential jOmployment Center' <br /> Maximum of25% of the Total Floor Area of All Buildings in the <br />Residential Employment Center <br />Open Space A minimum of20% of the Total Site Area*' <br /> <br />, See sec. 40-50.6 for further restrictions on the amount ofretail uses. <br />** Per the definition of "Open Space" in sec. 40-50.1. <br /> <br />(c) 5,./reel Aelwork. Principal vehicular access points shall be designcd to provide for <br />smooth traffic flow and to minimize hazards to vehicular, <br />pedestrian, or bicycle traffic. <br /> <br />b. The street network shall provide safe and convenicnt access to all <br />areas of the proposed development. <br /> <br />(2) Slr"el Design. At a minimum, street width, street trcc planting and <br />landscaping, drainage, and the provision of bicycle lanes. sidewalks, and <br />crosswalks shall be addressed. <br /> <br />5 <br />
