<br />IRDlNAHCE MO. <br /> <br />2o.wl-92 <br />. l <br /> <br />AN ORDINANCE ADOPTING A NEW CODE FOR THE CITY OF PORTSMOUTH, <br />VIRGINIA; REPEALING CERTAIN ORDINANCES NOT INCLUDED IN THE NEW <br />CODE; MAINTAINING IN EFFECT CERTAIN OTHER ORDINANCES NOT INCLUDED <br />IN THE NEW CODE; AND ESTABLISHING GENERAL PENALTIES FOR CODE <br />VIOLATIONS. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia, that: <br /> <br />Section I. The Code entitled "Code of the City of Portsmouth, Virginia (2006)" published by <br /> <br />Municipal Code Corporation, consisting of Chapters I through 40 and Appendix A Fee Schedule, <br /> <br />each inclusive, is adopted. <br /> <br />Section 2. All ordinances of a general and permanent nature enacted on or before January 24, <br /> <br />2006, and not included in the Code or recognized and continued in force by reference therein, are <br /> <br />repealed. <br /> <br />Section 3. <br /> <br />The repeal provided for in Section 2 hereof shall not repeal or otherwise affect <br /> <br />any ordinance or resolution promising or guaranteeing the payment of money for the city, or <br /> <br />authorizing the issuance of any bonds of the city, or any evidence of the city's indebtedness, or any <br /> <br />contract or obligation assumed by the city, nor shall such repeal affect any ordinances or resolutions <br /> <br />of the council not in conflict or inconsistent with the provisions of the Code; nor shall it affect any <br /> <br />right or franchise conferred by an ordinance or resolution of the council on any person or <br /> <br />corporation; nor shall it affect any prosecution, suit or proceeding pending or any judgment rendered; <br /> <br />nor shall it affect any offenses or acts committed or done or any penalty or forfeiture incurred or any <br /> <br />contract or right established or accruing before the I st day of December, 2006; nor shall it affect any <br /> <br />appropriation ordinance, any ordinance levying. imposing or otherwise relating to taxes, licenses or <br /> <br />fees, or any amendments thereto.
