<br />Sec. 16-10. Refuse Collection Requirements. <br /> <br />(a) Refuse containers such as dumpsters or other approved receptacles shall <br />be required for mobile home parks and for multifamily, commercial and industrial <br />developments. The number, size, design, and location of such containers shall be <br />approved by the Director of General Services or his designee. <br /> <br />(b) Rcfuse containers shall be located on a site so that service vehicles will <br />have a convenient access to them while minimizing encroachment on parking places, <br />vehicular circulation drives, sidewalks, and public right of ways. Dumpsters and their <br />enclosure shall not be closer than 50 feet to any residential structure and shall be set back <br />a minimum of five feet from the property line. <br /> <br />(c) Commercial high volume refuse generators on sites with sufticient outside <br />area to accommodate refuse enclosures with adequate capacity shall provide for indoor <br />refuse storage. Compaction devices may be a part of such an accommodation. <br /> <br />(d) Refuse containers shall be located on a paved area or concrete pad <br />constructed in accordance with all applicable health department standards. They shall be <br />hidden from general view by means of fencing, masonry walls, landscaping, or other such <br />method deemed necessary and acceptable by the Director of General Services. <br /> <br />(e) All refuse containers shall be adequately sized to handle the needs ofthe <br />facility or development. The Director of General Services may require a developer to <br />demonstrate adequate refuse capacity by calculation using waste industry standards. <br />Materials and waste which may be edible or attractive to rodents or insects shall only be <br />stored in completely closed containers. <br /> <br />(f) If centralized refuse containers are used in residential developments, they <br />shall be located in an area or areas conveniently accessible to all residents. The <br />containers shall be enclosed on three sides by a solid wood or masonry wall with a solid <br />opaque gate provided on the fourth side. Landscaping shall be incorporated to improve <br />the visual appearance. Support posts, gate frames, hinges and latches should be of <br />sufficient size and strength to allow gates to function without sagging or becoming an <br />eyesore. <br /> <br />(g) If individual refuse containers are used for the units in a residential <br />development, the site plan shall provide adequate storage space and outdoor access to <br />such storage for the occupmlt or each residential stmcture to store the refuse container in <br />a side or rear yard. <br />
