That Chapter 22 of the Code of the City of Portsmouth, Virginia (1988) be <br />amended by the adoption of new Sections 22-18.1,22-121.1,22-175.1,22-291.1,22- <br />328.1,2-400.1,22-708.1, and 22-708.2 to read as follows: <br /> <br />Sec. 22-18.1. Motorized push scooters; voluntary registration; fee; destruction, etc., <br />of serial number prohibited. <br /> <br />(a) The serial numbers of motorized push scooters may be registered with the <br />Chief of Police or his designee. There shall be a one-time registration fee of one dollar <br />charged to each owner. <br /> <br />(b) No person shall willfully remove, destroy, mutilate, or alter the serial <br />number of any motorized push scooter or knowingly possess a motorized push scooter, <br />the serial number of which has been removed, destroyed or mutilated. <br /> <br />Sec.22-121.1 Horn; bicycles, mopeds, etc. <br /> <br />Every bicycle, moped, or motorized push scooter operated on the streets shall be <br />equipped with a bell, horn or other signaling device capable of giving a signal audible for <br />a distance of at least 100 feet. Only bicycles, operated by the city police may be equipped <br />with a siren or a whistle. <br /> <br />. <br /> <br />Sec. 22-175.1. Lights and reflectors on motorized push scooters. <br /> <br />The provisions of section 22-708.2 notwithstanding, every motorized push scooter <br />when in use between sunset and sunrise shall carry at least one or more lights to the front <br />and a red light to the rear visible in clear weather from a distance of not less than 500 feet <br />to the front and the rear. In lieu of or in addition to the lights, a reflector of a type, size, <br />and color approved by the superintendent may be permanently affixed to the rear and <br />front of the vehicle. <br /> <br />Sec. 22-291.1. Bicycles, etc.; riding on right-hand side of road; two or more <br />abreast. <br /> <br />. <br /> <br />Every person riding a bicycle, electric personal assistive mobility device, electric <br />power-assisted bicycle, moped or motorized push scooter on any street shall keep as close <br />as practicable to the right-hand side of the roadway and shall not ride two or more <br />abreast. Persons riding two abreast shall not impede the normal and reasonable <br />movement of traffic, shall move into a single file formation as quickly as practicable <br />when being overtaken from the rear by a faster moving vehicle, and, on a laned roadway, <br />shall ride in a single lane. A person riding a bicycle, electric personal assistive mobility <br />device, electric power-assisted bicycle, or moped shall not travel between two lanes of <br /> <br />
