<br />AN ORDINANCE TO AMEND CHAPTERS 6, 22, 23, AND 37 OF THE CODE OF
<br />THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS
<br />6-32,6-33,22-77,22-80,22-83,22-85,22-87.1, 22-92, 22-93, 22-129(a), 22-801(b), 23-
<br />1, 23-46(a), AND 37-44(b) AND BY REPEALING SECTIONS 6-34 THROUGH 6-
<br />40,22-77,22-82,22-86, AND 22-88 THROUGH 22-91 THEREOF, PERTAINING
<br />TO CITY WATERCRAFT AND MOTOR VEHICLE DECALS AND STICKERS.

<br />BE IT ORDAINED by the Council of the City of Portsmouth, Virginia;
<br />
<br />I. That Sections 6-32, 6-33, 22-83, 22-85, 22-87.1, 22-92, 22-93, 22-l29(a),
<br />22-801(b), 23-1, 23-46(a), and 37-44(b) of the Code of the City of Portsmouth, Virginia
<br />(1988) be amended and reordained to read as follows:

<br />Sec. 6-32. Fee imposed.
<br />
<br />For each year beginning with January first and ending December thirty-first
<br />following, there is hereby imposed and there shall be collected from every person owning
<br />a pleasure boat or watercraft used for recreational purposes only, which pleasure boat or
<br />watercraft is normally docked, stored or kept within the city limits or any waters within
<br />the territorial limits of the city, a license fee of twenty dollars ($20.00) for each such boat
<br />or watercraft.

<br />. Sec. 6-33. When fee assessed and collected; penalty for late payment.
<br />
<br />The commissioner of the revenue shall begin to assess and the city treasurer shall
<br />collect the license fee imposed by this article beginning January first of each year. If the
<br />fee is not paid by June 5th of any year there shall be added thereto a penalty of ten (10)
<br />percent or ten dollars, whichever is greater, to be assessed and paid as a part thereof.
<br />Interest shall accrue at a rate of ten (10) percent per annum on the first day following the
<br />due date and each month thereafter until paid in full.

<br />Sec. 22-77. Fees for vehicles not displaying current license.

<br />.

<br />The annual license fee for motor vehicles not displaying current license plates
<br />shall be one hundred dollars ($100.00). This fee shall not apply to those individuals
<br />exempted from the requirements of displaying such license plates under the provisions of
<br />the Code of Virginia or to those motor vehicles in a public dump, in an automobile
<br />graveyard, as defined in section 33.1-348 of the Code of Virginia, or in the possession of
<br />a licensed junk dealer or licensed motor vehicle dealer. This fee shall, in addition, not
<br />apply to any vehicle which is stored on private property for a period not in excess of sixty
<br />(60) days for the purpose of removing parts for the repair of another vehicle. This fee
<br />shall also not apply to any vehicle being held or stored by or at the direction of any
<br />governmental authority, to any vehicle owned by a member of the armed forces on active
<br />duty, or to any vehicle regularly stored within a structure.
