2. Streets and Alleys <br /> <br /> a. Street network design should give equal consideration to the needs of <br /> pedestrians, bicyclists, and other alternative modes of uTansportation, as <br /> well as vehicular traffic. <br /> b. Streetscaping improvements shall be incorporated into the Conceptual <br /> Landscaping Plan for the TND project. <br /> c. Access to residential parking, garages, and accessory structures should be <br /> set back from the street right-of-way to have minimal impact on the <br /> streetscape and pedestrian environment. Side and rear-loading structures <br /> and a system of alleys should be used for access, to the greatest extent <br /> possible. <br /> d. Streets and alleys shall comply with the standards and requirements of the <br /> City Subdivision Ordinance. <br /> e. The Planning Commission may allow variances to the street and alley <br /> provisions of the City Subdivision Ordinance. Proposed variations to the <br /> standard requirements must clearly demonstrate the relationship of <br /> variance requested with the purpose and intent of this ordinance and not <br /> merely a convenience for the developer. <br /> <br /> 3. Parking Lots <br /> <br /> a. Areas designated commercial or mixed use shall provide no less than 75% <br /> of required parking to the rear of the building or buildings and shall be <br /> screened from the sidewalk by fencing, low walls, or landscaping. <br /> b. Parking lots shall not abut street intersections. <br /> c. Adjacent parking lots shall have vehicle connections internally or via <br /> alley. <br /> <br />(e) Zoning Modifications <br /> <br /> The following dimensional requiremems shall apply to all TND Overlay Districts: <br /> <br /> 1. Setbacks--No minimum setbacks are mandated for the TND Overlay District. <br /> All setbacks shall be established by City Council through the approval of the <br /> Design Guidelines. In designated commercial use areas, side and rear <br /> setbacks shall be the same as required in the Commercial C-1 district unless <br /> modified through the Design Guidelines. <br /> 2. Height--Building height within the TND Overlay District shall be established <br /> through the approval of the Design Guidelines. Should the Design Guidelines <br /> not address heights, the underlying zoning district restrictions shall prevail. <br /> 3. Lot widths--Minimum lot widths shall be established through the approval of <br /> the Design Guidelines. <br /> <br /> <br />
