AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988)BY AMENDING SECTION 40-22 THEREOF <br />AND BY ADOPTING A NEW SECTION 40-49 PERTAINING TO <br />TRADITIONAL NEIGHBORHOOD DEVELOPMENT. <br /> <br /> BE IT ORDAINED by the Council of the City of PortSmouth, Virginia: <br /> <br /> 1. That Section 40-22 of the Code of the City of Portsmouth, Virginia (1988) <br />be amended by adding a new def'inition, "Traditional Neighborhood Development," said <br />definition to read as follows: <br /> <br />Sec. -22, Specific Definitions. <br /> <br />Traditional Neighborhood Developrnent (TND) A compact, fully-integrated, mixed-use <br />development which encourages social interaction by the use of a variety of housing types, <br />commercial and civic spaces, landscaped streets and public areas, and a system of easily <br />accessible neighborhood parks and greens. <br /> <br /> 2. That the Code of the City of Portsmouth, Virginia (1988) is hereby <br />amended by the adoption of a new Section 40-49 to read as follows: <br /> <br />Section 40-49. Traditional Neighborhood Development. <br /> <br />(a) Intent <br /> <br /> In order to allow for the development of compact, fully-integrated, mix-use <br />development in pedestrian friendly neighborhoods, the City Council may designate a <br />neighborhood or community as a "Traditional Neighborhood Development" (TND) <br />Overlay District. The intent of such designation is to promote high quality neighborhood <br />design and architectural standards, while minimizing traffic congestion, infrastructure <br />costs, and urban sprawl. Traditional Neighborhood Developments encourage social <br />interaction with the use of a variety of housing types, commemial and civic spaces, <br />landscaped streets and public areas, and a system of easily accessible neighborhood parks <br />and greens. <br /> <br />(b) Applicability <br /> <br /> 1. A TND Overlay District shall include all land specifically designated TND <br /> Overlay on the City's Official Zoning Map. <br /> <br /> 2. A TND Overlay District may be approved by City Council for an area <br /> with an underlying Residential RM-60 or Residential RM-75 zoning designation. <br /> A site area of at least 30 acres shall be required for consideration as a TND <br /> Overlay District. All principal and accessory uses permitted in the underlying <br /> <br /> <br />
