AN ORDINANCE TO APPROPRIATE $2,000,000 IN THE CAPITAL <br />IMPROVEMENT FUND FOR INFRASTRUCTURE RELATED TO THE <br />VICTORY CROSSING PROJECT. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That the sum of $2,000,000 be appropriated in the Capital Improvement <br />Fund for infrastructure related to the Victory Crossing Project. <br /> <br /> 2.
