Thereafter the Co~mmission shall prepare and submit arnlually to the Boards of Supervisors of Nansemond, Norfolk County and Princess A/~ne and the Councils of Norfolk, Portsmouth, South Norfolk, Suffolk and Virginia Beach on or before April ftrsf of each year a b~dEet of the funds required by it for the follo%~ing fiscal year beginning July first and ex~ding June thirtieth. E~ch budget shall be based on a pro,ram of work to he undertaken during the period covered by the ~adget which shall be attached to and become a part of such budget, and the program and budg~ shall be adopted Dy the Commission before it is submitted to such governing bodies by the affirmative vote of not less than three-fourths of the entire membership of the Cc~missien. The Commission shall have the power to expend or authorize the expenditure of funds provided or otherwise available for the performance of its functions and the execution of its powers and duties; provided, however, no funds shall be expended or authorized to be expended, nor shall any obligation be incurred by the Cummisslon except by formal action of the Commission which shall be spread upon its records. §19. Any other county, city or town in the areas contiguous or adjacent to the region which desires to p~rticipate in planning the physical, economic and social development of such county, city or town or any part thereof as a part of the regional plan which has a legally appointed and functioning planning commission may become a party to this agreement by the adoption thereof by its governing body. Upon such adop- tion such county, city or town shall become a party to this agreement and all of its terms, provisions and conditioD-s and such area therein shall become a part of the region for such purposes, and such county, city or town shall be bound by such terms, provi- sions and conditions, and shall by appropriation of funds bear a proportion of the expenditures made by the Cozmaission which appropriations shall he in the same ratio as that berne by Nansemond, Norfolk County, Princess Anne, Norfolk, South Norfok, Ports- month, Suffolk, and Virginia Beach and the Cor~aission si~a11 submit the budgets provided for in §12 of this agreement t~ the governing body of such county, city or town as pro- vided in that section.
