the regional plan, and to that en~ may publish and distribute copies of the plan or
<br />any report relating thereto, and may employ such other means of publicity and education
<br />as it may determine. The Commission shall consult and advise with the public officials
<br />of Nansemond, Norfolk C~nty, Princess knne, Norfolk, Portsmouth, South Norfolk, Suffolk.
<br />and Virginia Beach and other public agencies and officials, public utilities, civic,
<br />educational, professional or other organizations, and with citizens, with respect to
<br />the development, preparation, amendment, extension, al%eration or modification of the
<br />plan or any part or parts thereof. The public officials and other public agencies of
<br />Nans~ond, Norfolk County, Princess Anne, Norfolk. Portsmouth, South Norfolk, Suffolk.
<br />and Virginia Beach shall cooperate, upon ~he request of the Commission, in furnishing
<br />it, within a reasonable time, such available information as it may require for its
<br />work.

<br /> §12. The Boards of Supervisors of Nansemond, Norfolk County, and Princess
<br />Anne, and ~he Councils of Norfolk, Portsmouth, South Norfolk, Suffolk, and Virginia
<br />Beach shall appropriate from time to time such funds for the expenditure of the Com-
<br />mission for its purposes as shall be determined and agreed to from time to time by
<br />the Boards of Supervisors of Nansemond, Norfolk County, and Princess Anne and the
<br />Councils of Norfolk, Portsmouth, South Norfolk, Suffolk, and Virginia Beach, which
<br />appropriations shall be apportioned in the r~tio of the population in the region with-
<br />in their respective boundaries. The Commission ~tay accept funds from other sources
<br />for expenditure for such purposes. The Commission shall not make or authorize the
<br />pa3~en~ of any ftn~.ds Or incur any obligation for the payment of funds unless there are
<br />sufficient unexpended and unencumbered funds at its disposal ~o make such paymen~ or to
<br />meet such obligation. Neither Nansemond, Norfolk County, Princess Anne, Norfolk, Ports-
<br />mouth, South Norfolk, Suffolk, nor Virginia Beach shall be. liable for the t~yment of
<br />any funds or the performance of any obligation made in violation of the provisions of
<br />this section. The Commission shall prepare a budget of funds required by it within
<br />thirty days after it is first organized and submit the budge~ to the Boards of Super-
<br />visors of Nansemond, Norfolk County, and Princess Anne and the Councils of Norfolk,
