The Commission may adopt the regional plan as a whole by a single reso- lution, or, by successive resolutions, may adopt parts of such plan, an8 m~y £ro~ time to time ~men~, extend, alter or modify the adopted plan or any ~art thereof. Before the adoption of the regional plan or any part, amendment, extension, alteration or modi- fication thereof, the Commission shall hold at least one public hearing with respect thereto. Such public hearing shall be held after at least thirty days' notice thereo£ is given by publication thereof in a daily newspaper having a general circulation through- out the region, and after at least thirty days notice in writing of the hearing, accom- panied by a copy of the regional plan or part, amendment, extension, alteration or modi- fication thereof proposed to be adopted, ~s mailed or delivered To the City Clerk of the cities of Norfolk, ~ortz-mouth, South Norfolk, ~uffelk, and Virginia Beach, and to the Clerk of the Board of Supervisors of the counties of Nansemond, ~or£olk, and Princess Anne. The notice shall slate the time and place of such hearing or hearings. The adoption of the regional plan or any pari, amendment, extension, alteration er modifica- tion thereof sl~ll be by the affirmative vote of not less than three-fourths of the entire membership of lhe Commission. Such resolution or resolutions shall refer speci- fically to and make a part or parts thereo~ all maps, plats, charts, descriptive and explar~torymatter necessary to fully describe and explain the adopted plan and the action taken by the Commission. Upon the adoption of the plan or any part or parts thereof the chairman of the Commission shall endorse that ffact apon the resolution or resolutions and the accompanying docttments, and a copy of the plan and any part or parts thereof shall be filed by the Commission with the planning commissions of Manse- mend, ~orffolk County, Princess Anne, Norfolk, Portsmouth, South Norfolk, Suffolk, and Virginia 'Belch. §11~ The Commission shall promote public interest ~n and understanding o3
