<br /> bridges, waterways~ water-front developments, parkways, playgrounds, forests, reserva-
<br /> tions, parks, airports and other public ways, grounds, places and spaces; the general
<br /> location and extent of publicly owned buildings, utilities and terminals, and other
<br /> public facilities; the acceptance, widening, removal, extension, relocation, narrow-
<br /> ing, vacation, abandonment or change of use of any of such public ways, grounds, plans,
<br /> spaces, buildin~s, properties, utilities or terminals; the genera/ character, location
<br /> and extent of community centers and ho~sing developments; the general location and
<br /> extent of forests, agricultural areas and open-development areas for purposes of con-
<br /> servation, food and Water supply, sanitary and storm water dr~iD~ge and the protection
<br /> of urban development; a land-classification and utilization program: the distribution
<br /> of population, and t~e uses of land for trade, industry, habitation~ education, recrea-
<br /> tion~ agriculture, forestry, soil and Water conservation and other purposes. ~ne
<br /> regional plan shall include such recommendations, pro, rams, plans or schedules as are
<br /> necessary to execute, effectuate and administer the plan.

<br /> §9. In the preparation of the regional plan, the Commission shall m~ke com-
<br />prehensive surveys and studies of existing conditions and probable future changes in
<br />such conditions, and the regional plan shall be made with the general purpose ef guid-
<br />ing and accomplishing a coordinated, adjusted and b~rmonious development of the region,
<br />which will, in accord with present and future needs and resources of the region, best
<br />promote the health, safety, morals, order, convenience, prosperity and general welfare
<br />of the inhabitants of the red, ion, as well as efficiency in the process of the physical,
<br />economic and social developmen~ thereof, including ~mong other thin~s, the distribution
<br />of population and the uses of land for urbanization, trade, industry, habitation, educa-
<br />tion, recreation, a~iculture, forestry and ether purposes, which will tend to create
<br />conditions favorable to: health, safety, Transportation, prosperity, civic activities
<br />and recreational, educational and cultural opportunities; the reduction of wastes of
<br />physical, financial or human resources which result from excessive congestion or ex-
<br />cessive scattering of population; and the efficient and economic utilization, conserva-
