5 <br /> <br /> §5. The executive director shall transact the business and execute the <br />functions and policies of the Commission during intervals between meetings of the <br />Commission; provided, howeve~ the executive director shall not have the power To <br />establish any policy for the Comrmission or to authorize or direct that anything be <br />done that adversely affects any action taken by the Commission, nor shall the executive <br />director have th~ power to expend or authorize the expenditure of any funds or incur <br />any obligation for and on behalf of the Commission unless specifically authorized so <br />to do by the Commission, which shall be spread upon the records of the Commission. <br /> <br /> §6. Upon the request of the Commission, the planning co~missions of Nanse- <br />mond. ~orfolk County~ ~rincess An. ne~ Norfolk, South Norfolk, Portsmouth. Suffolk, and <br />Virginia Beach may from time to time either assign or detail to the Commission any mem- <br />bers of their organizations or may direct such members to make for the C~ission <br />special sur~eys or studies or perform such other services as the Commission may re- <br />quesT, and shall furnish to the Commission within a reasonable time such available <br />information as the Commission requires for its work. <br /> <br /> §7. It shall be the duty of the Commission to make and adopt a regional <br />plan for the physical, economic and social development of the region, which may be <br />prepared and adopted as s whole: or as the work of making the plan progresses, in. <br />any part or parts; provided~ however, the plan or any part thereof shall not be deemed <br />an official plan or part of any official plan of ~ansemond, Norfolk County, Princess <br />Anne, Norfolk, South Norfolk, Portsmouth, Suffolk, or Virginia Beach unless the plan is <br />adopted as such by the planning commission of Nansemond,' Norfolk County, Princess ~ne, <br />Norfolk, Portsmouth, South Norfolk, Suffolk, or Virginia Beach and approved as such by <br />the Boards of Supervisors of Nansemond, Norfolk County, or Princess Anne or the Councils <br />of Norfolk, Portsmouth, South Norfolk, Suffolk, or Virginia Beach in the manner and in <br />accordance with the procedure prescribed by law. <br /> <br /> §8.
