In the absence <br />or disability of both the chairman and the vice-chairman, the Commission shall bF a <br />majority vote of those present choose one of their number to perform the duties of <br />chairman. <br /> <br /> §3o The Commission shall appoint an executive director who shall hold office <br />at the pleasure of the Ccm~ission. The executive director shall keep a record of all <br />resolutions, Rroceedinss and actions of the Co~m~issmon. The Commission may create and <br />fill such other offices or positions as it may determine, and the employment of persons <br />therezn shall be for such periods of time and upon such terms and conditions as the <br />Commission m~y prescribe, within the limitation of funds available to the Commission <br />for the purpose. The Commission may contract with planners, engineers, architects <br />and other consultants or for other professional or other specialized services as it <br />may require, within the limitation of funds available to the Commission for the purpose. <br /> <br /> §4. k majority of the entire membership of the Commission shall constitute <br /> <br />a quorum for the transaction of its business or for the performance of its function. <br />~ue Commission shall ad6pt rules for the transaction of ~ s business or performance of <br />its functions, which shall provide for the time and place of holding regular meetings, <br />which shall be h~ld not less frequently than once in each quarter, hey shall also <br />provide for the calling of special meetings by the chairman or by at least one-third <br />of the entiremembership of the Commission. The Commission shall keep a record of <br />its resolutions, proceedings and actions. The Commission shall submit a quarterly <br />~epor~ of its activities to the Commissioner of the Division of Planning and Economic <br />Developmen~ of the Commonwealth of Virginia and the Boards of Supervisors of Nansemond, <br />~orfolk County, and Princess Anne and the Councils of Korfolk, Portsmouth, South Norfolk~ <br />Suffolk, and Virginia Beach. <br /> <br /> <br />
