City of Portsmouth must expand into the areas sought to be annexed or cease <br />to grow and eventually decline. <br /> <br /> The demands upon the City for municipal services and facilities in- <br />crease with the population of the entire community, but instead of a corre- <br />sponding increase in the means for meeting these needs, the City is con- <br />fronted with the prospect of diminishing resources within its boundaries <br />unless these boundaries are extended to include the true growth of the City. <br /> <br /> 3. The areas sought to be annexed, subsisting under a form of govern- <br />ment designed to meet the needs of a scattered rural population, are now <br />basically urban areas requiring municipal services° Only one of the areas <br />proposed to be annexed is served by sanitary sewers, so that the disposal of <br />sewage in certain of the other areas presently constitutes a health hazard. <br />Large portions of certain of the areas proposed to be annexed have no water <br />system whatever, while large portions of the areas that do have water servmce <br />through the facilities of the City of Portsmouth are served by mains not con- <br />sidered adequate for fire protection and present routine domestic use° More- <br />over, the rates presently charged for sewage treatment and water are greatly <br />in excess of the rates for such services within the city limits. <br /> <br /> 4. This basically urban community, consisting of the City of Portsmouth <br />and the areas sought to be annexed, needs a coordinated, uniform and integrated <br />program of governmental services for the protection against disease and its <br /> <br />-3- <br /> <br /> <br />
