Portsmouth zs unmistakably the source and center without which the rest of <br />the community would not have been developed to its present state. The <br />business, professional, recreational, civic, cultural and religious interests <br />of the inhabitants of the annexation areas, with negligible exceptions, center <br />primarily within the City of Portsmouth. Their interests, health and welfare <br />are identical with the interests, health and welfare of the community as a <br />whole. <br /> <br /> 2. This community has experienced and will continue to experience <br />population, commercial and industrial growth. A considerable part of this <br />growth has occurred, and in the future nearly all of it must occur in the <br />areas sought To be annexed, since there is virtually no other unoccupied <br />space available within the present corporate limits of the City of Portsmouth, <br />for further residential, commerdial and industrial development. The growth <br />of the proposed annexation areas comes from existing and new business and in- <br />dustry within the City of Portsmouth and from the lack of available locations <br />within the present corporate limits of the City of Portsmouth, whose inhabi- <br />tants, as well as most of those who would normally live in or have their busi- <br />ness in Portsmouth, have been moving or locating their homes or business into <br />the areas sought to be annexed where they can have more spacious and less <br />crowded sites, which are no longer available within the city limits. <br /> <br /> By reason of the conditions just described, it is manifest that the <br /> <br />-2- <br /> <br /> <br />
