spread, police and fire protection with adequate equipment and personnel, <br />the extension of water and sewer lines, provision of mew and improved <br />streets and bridges, and a master plan to guide and control the physical <br />development of the land, adequate and uniform zoning, electric, plumbinE, <br />fire, subdivision and other inspection services, and trash and garbage <br />collection and disposal. These requirements are not economically or <br />politically feasible unless the area affected is under a single municipal <br />government. The City of Portsmouth and the areas proposed for annexation <br />can mee~ the practical needs and requirements of this urban community, men- <br />tioned above, only by merging through annexation. <br /> <br /> 5o Norfolk County, upon annexa$ion of said territories, would be <br />relieved of expenses proportionately larEer than the loss of revenue it <br />would suffer. Its government would be relieved of growzng problems of an <br />urban r~ature for which it is not designed. The proposed annexation involves <br />20.~8 per cent of the population of Norfolk County and approximately 44.77 <br />square miles of unincorporated area, of which 15.75 square miles are water <br />and marsh areas~ There would remain in said County approximately 318.26 <br />square miles of unim~m~porated territory, and the County would be left with <br />resources that are more than ample and sufficient for it To carry on its <br />government with little, if any, effect upon its present tax structures or <br />its standards of service. Furthermore, the ultimate prosperity of Norfolk <br /> <br /> <br />
