AN ORDIF3~NCE TO PETITION THE CIRCUIT COURT OF NORFOLK COUNTY, VIRGINIA, PURSUANT TO THE PROVISIONS OF CHAPTER 8 OF TITLE 15 OF THE CODE OF VIRGINIA, 1950, AS ANENDED, FOR THE ANNEXATION OF CERTAIN TERRITORIES LYING IN NORFOLK COUNTY, VIRGINIA, AD- JACENT TO THE CITY OF PORTSHfOUTH, VIRGINIA; TO SET FORTH THE NECESSITY FOR AND EXPEDIENCY OF SUCH ANNEXATION AND THE _~IETES AND BOUNDS AArD SIZE OF SUCH TERRITORIES; TO INDICATE GENERALLY THE SUBDIVISIONS, INDUSTRIAL AREAS, FAP~M AREAS, VACANT AREAS AND OT~ER AREAS SOUGHT TO BE ANNEXED, TOGETHER WITH OTHER IN- FOtkMATION DE~ED RELEVANT AS TO POSSIBLE FUTURE USES OF THE PROPERTY WITHIN THE AREAS; TO STATE GENERALLY THE TERMS AND CONDITIONS UPON WHICH ANNEXATION IS SOUGHT, ANM) THE PROVISIONS PLANNED FOR THE FU~3RE IMPROVEMENT OF THE ANNEXED TERRITORIES, INCLUDING THE PROVISION OF PUBLIC UTILITIES AND SERVICES THERE- IN; AND TO AUTHORIZE THE INSTITUTION AND CONDUCTING OF THE NECESSARY LEGAL PROCEEDINGS TO EFFECTUATE SAID ANNEXATION. BE IT ORDAINED by the Council of Section I. The Council of the City of Portsmouth, Virginia, petitions the Circuit Court of Norfolk County, Virginia, the City of Portsmouth, Virginia: hereby respectfully for the annexation of certain territories lying in said County and adjacent to the City of Portsmouth, which are hereinafter described by metes and bounds. Section II. The annexation of said territories is both necessary and expedient within the meaning of those terms as used in Chapter 8 of Title 15 of the Code of Virginia, 1950, as amended, particularly for the following reasons: 1. The area within the present corporate boundaries of the City of Portsmouth and the areas sought to be annexed are together occupied by and constitute for the most par~ a single urban community, of which the City of
