date application is made. <br /> <br /> (b) The application for such construction shall contain a statement <br />of the entire cost To the owner of the fall-out or bomb shelter, and all such <br />applications shall be signed by the owner in person. <br /> <br /> (c) Upon receipt of any such application, the Building Official shall <br />immediately determine the following: <br /> <br />(1) To what exDent, if any, the plans and specificarzons fail to <br />conform To recommended standards promulgated by the Office of <br />Emergency Planning, Department of Defense. In ascertaining such <br />information, the Building Official shall consult the local Office <br />of Civil Defense. <br /> <br />(2) To what extent, if any, the stated entire cost zo the owner <br />exceeds the reasonable cost of such construction. In ascertain- <br />ing such information, the Building Official may consult local <br />contractors familiar with costs of such construction in this City. <br /> <br /> (d) If the Building Official determines that the proposed construc- <br />tion does not conform ro said standards, or that the entire cost to the owner <br />exceeds the reasonable cost of such construction, he shall advise the <br />thereof in writing, and no building permit shall be issued unless and until the <br />owner in person acknowledges in writing receipt of such information and the de- <br />sire 5o secure the building permit notwithstanding such information. <br /> <br /> This ordinance being necessary for the protection of the public health, <br />morals and safety, an emergency is declared to exist and it shall be effective <br />from and after its adoption, <br /> <br /> Adopted by the Council/of the City of Portsmouth, Virginia, au a meeT- <br />lng held ~~t/~ 1961. <br /> <br />Teste: <br /> <br />City Clerk, <br /> <br /> <br />
