AN ORDINANCE PROVIDING FOR TH~ CRKtTION OF THE PORTSMOUTt{ <br />PUBLIC LIBRARY BOARD, PRESCRIBING iTS POWERS AND DUTIES, <br />AND PROVIDING FOR TILE ACQUISITION OF THE ASSETS OF THE <br />PORTSMOUT~ PUBLIC LIBRARY AND THE PORTSMOUTH CO59~3NITY <br />LIBRARY. <br /> <br /> Be it ordained by the Council of the City of portsmouth, Virginia: <br /> Section 1. Library board; creation; designation; composition; term of members; vacancies; oath; compensation- <br /> There is hereby created' a board, to bs known as the public library <br />board, which shall consist of nine members, who shall be citizens of the city <br />and shall be elected by the council. Of the original board, three members <br />shall be Elected for a term of one year, three members shall bE elected for a <br />term of ~o years, and three ~smbErs shall be elected for a term of three <br />years, it the expiration of the respective ~erms of such members their successors <br />shall be elected for zerms of three years. The members shall hold office during <br />their respective terms and until their successors are Elected and qualified. Ail <br />vacancies shall be filled by election by the council for the rEmaindEr of the <br />unexpired term. Each member shall take the oath of office prescribed by the <br />Charter for city officials. If any person elected as such member shall for ten <br />days after receiving notice of such election fail ~o take such oath he shall be <br />.considered as having declined said office, and the same shall be deemed vacant. <br /> The members of said board shall serve as such without compensation. <br /> <br /> Section 2. Same - Organization meeting; chairman, ~ice-chairr~an, <br /> etc.; quorum; powers and duties. <br /> The members of the public library board shall, immediately after <br /> their election and qualification, meet and organize. They shall elect a chair- <br /> man, a vice-chairman and such other officers thereof, if any, as they may deem <br /> necessary. A majority of the members of the said board shall constitute a <br /> quorum for the transaction of business. The board shall have the control and <br /> management of the Portsmouth Public Library, and shall make and adopt such by- <br /> laws~ rules and regulations for their guidance and for the control and manage- <br /> men~ of the Portsmouth Public Library as May be deemed necessary and expedient. <br /> <br />Section 3. Librarian, assistants and employees. <br /> <br /> The librarian, assistants and employees of the portsmouth Public <br />Library shall be appointed by the city manager, after consultation with the <br />~lbliE library board or the librarian, in the manner prescribed by the Charter <br />for th~ appoin~men~ of officers and employees of the city. The librarian <br />shall be, ex officio, secretary of the public library board. <br /> <br /> <br />
