Section 4. Statements and information to city manager. <br /> <br /> The public library board shall furnish the city manager, whenever <br />requested by him, a detailed statement of the amount of coney deemed necessary <br />by the board for the operation of the Portsmouth Public Library for any speci- <br />fied time, and also such other information as may be desired with respec~ To <br />the operation and management of such library. <br /> <br />Section 5. ExpendiTure of funds nor budgeted. <br /> <br /> The Board shall have the power to accept~ administer and expend for <br />operating expenses funds received as gifts, including gifts in trust. <br /> <br /> Should the public library board receive and expend for operating <br />expenses any funds not included in its budget as approved by the city council~ <br />the city council may direct that the amount appropriated from city funds be re- <br />duced by the amount so expended from sources outside said budget. <br /> <br />Section 6. Acquisition of assets of existing libraries. <br /> <br /> Upon the availability of the facility aR Court and King Streets for <br />use as a public library, the city manager is hereby authorized and directed to <br />accept proper conveyances to the city of the asse~s of the present Portsmouth <br />Public Library and the Portsmouth Community Library. Upon transfer of such <br />assets, the appropriations in the curren~ budget for the said libraries shall <br />be transferred and applied To the operation of the library system to be operated <br />by the board hereby created. <br /> <br />Section 7. Effective date. <br /> <br /> This ordinance heine necessary for the public health, morals and <br />safety, an emergency is declared To exist and it shall take effec~ from and <br />after its passage. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, at a <br />meeting held September 27, 1961~ <br /> <br />Teste: <br /> <br />City Clerk. <br /> <br /> <br />
