AN ORDINANCE TO CLOSE PORTIONS OF SPENCER AV~UE, SERPELL <br />AVENUE, WESLEY STREET, HILL AVENUE, COTTON STREET, STEWART <br />AVENUE, DETROIT STREET. WOOD STREET, BOULEVARD, QUEBEC <br />STREET, MONROE AVENUE, STEWART STREET, RODGERS AVENUE, <br />ELIZABET~ STREET, JACKSON AVENUE ("B" AVENUE), CONLMERCE <br />STREET~ PORTLAND STREET, NORTHWEST STREET, TWELFTH AVI~NUE. <br />ELEVENTH AVENUE AND ~-ACARTHUR AVENUE TNEREIN DESCRIBED, <br />WHICH ARE WITHIN THE PROPOSED RIGHT OF 'NAY OF THE ACCESS <br />ROAD FOR THE SECOND ELIZABETH RIVER TUNNEL, PROVIDING FOR <br />THE RELOCATION OR ACCON~ODATION OF PUBLIC UTILITIES SITUATE <br />THEREIN, AND PROVIDING FOR THE PROVISION BY THE ELIZABETH <br />RIVER TUNT4EL DISTRICT OF CERTAIN OTHER ROAD WORK <br />NECESSARY BY THE CONSTRUCTION OF THE SAID ACCESS ROAD. <br /> <br /> Be it ordained by the Council of the City of Portsmouth, Virginia: <br /> <br /> Section t: That the hereinafter described portions of the specified <br />streets, which lie within the proposed right of way of the access road for the <br />second Elizabeth River Tunnel or which must be dead-ended thereat ~o assure proper <br />traffic control and safety, be, and the same are, hereby vacated and closed sub- <br />ject ~o the conditions hereinafter expressed: <br /> <br /> (a) Spencer Avenue, from a point 100 feet south of the southern line <br /> of Carolina Avenue to the northern line of Southern Avenue. <br /> <br /> (b) Southern Avenue, from its eastern extremity to the center line of <br /> Page Street extended. <br /> <br /> (c) Serpeli Avenue, from the southern line of Carolins Avenue ~o the <br /> northern line of Southern Avenue. <br /> <br /> (d) Wesley Street, from the eastern line of Hill Avenue to its eastern <br /> extremity. <br /> <br /> (e) Hill Avenue, from the southern line of Wesley Street to Railroad <br /> Avenue, consisting of three disjointed segments. <br /> <br /> (f) Cotton Street. between Hill Avenue and Stewart Avenue. <br /> <br /> (g) Stewart Avenue, between Wesley Street and Detroit Street. <br /> <br /> (h) Detroit Street, from a point 54 feet east of the eastern line of <br /> Jackson Avenue to its eastern extremity. <br /> <br /> (i) Wood Street, between Jackson Avenue and Hill Avenue. <br /> <br /> (J) Boulevard, between Jackson Avenue and Hill Avenue. <br /> <br /> (k) Quebec Street, fr~m a point 175 feet west of the western line of <br /> Booker Btree~ to its western extremity. <br /> <br /> <br />
