declined said office, and the same shall be deemed vacant. <br />Any vacancy in the office of any appointed member shall <br />be filled by appointment by the council for the remainder. <br />of the unexpired term. Ail members of the commission <br />shall serve as such without co~-5oensation. <br /> <br />Sec. 10-119. Same - organization; quorum. <br /> <br /> The commission shall elect its chairman from amongst <br />the appointed members. The term of chairman shall be one <br />year, with eligibility for re-election. The commission <br />may create and fill such other of'its offices as it. may <br />determine. A majority of the members of the commission <br />shall constitute a quorum for the transaction of business. <br /> <br />Sec. 10-120. Same - Responsibilities and Duties. <br /> <br />The commission shall: <br /> <br /> {a) Survey all aspects or the city s bonded indebted- <br />ness. <br /> <br /> ~ (b) Determine the soundness of maturity schedules <br />and the annual debt requiremenzs which must be met in <br />future years. <br /> <br /> (c) Prepare estimates of the city's legal bonding <br />capacity and limitations during the ten year period ending <br />in 1974 and thereafter during each Ten year period. <br /> <br /> (d) Forocast the financial feasibility of the city <br />issuing additional bonds during the five year period <br />~nding in 1969, and thereafter during each five year <br />period~ with regard to the impact of such issues upon <br />annual budgets of the city, <br /> <br /> (e) Recommend the programing of future bond issues <br />as to the amount of bonds whimh should be issued each <br />year so that the public improvement projects of the city <br />can be scheduled to conform ~o the bond program. <br /> <br /> (f) AdVise the council a~ ~o the best time of the <br />year to issue bonds. <br /> <br /> <br />
